I hate this! I have been using the app Wallpaper Wizardrii and it fixes this problem. Sets them for me perfectly every time.

When I set it as my wallpaper for my phone it comes up all huge and zoomed in. *sigh* I miss the way gingerbread would set your wallpapers. I hate this cropping stuff
