Can you install 2 accounts on the same device? Like can I install my google account to my brother’s phone? Or if I buy my parents a N7 tab, can I preinstall apps from my account to save them $50 in apps/ music and then they load their own account to the device afterwards?

They are available at target, but only the target mobile stores, which are generally super targets. A target mobile store is one where they sell contract phones. They are often staged on the front endcaps with the s3 focal.

While not very useful in its current state, this at least shows that Google has some of the code in place to support gifting functionality. I can’t imagine its a huge stretch to implement deposits into someone else’s account versus your own. For all we know, adding funds to a different account will be rolled out tomorrow…. Another possibility is that this is ready to go, code-wise, but held up by some legal nonsense.
