Well idk for sure but I think it might be possible. Motorola's version of ICS looks incredibly stock, so maybe Google is reigning them in a bit and telling them to tone down Blur. Google's influence also might be the reason Motorola pushed out their ICS update before other companies (correct me if I'm wrong). I hope, since Jelly Bean isn't a super "major" update, there might be hope that the jump from 4.0 to 4.1 might not be as long as it could be and the Razr HD could launch with that instead or receive an update very soon thereafter. It would/could also make a great selling point against the GSIII.

Really... Just 3. Have you looked down this thread? Jelly Bean, Nexus 7, and Nexus Q. There was nothing else worth talking about or could impress people at IO? So there is no need to count those people (the "others") that in this thread alone have already listed, Project Butter, Smart App Updates, Google Now, or the Glass presentation?

butter and expanded voice search....I want to justify a Nexus 7 but they should have come with 16/32GB options.. I know you are supposed to stream everything but why would they build the Galaxy Nexus that way and not their first tablet..

For me, it's a toss up between Project Butter and PDK - Project Butter for the obvious reason that a smoother UI experience is always desired, it's what you always interact with on your phone; PDK with the hope that this means faster updates from the OEMS (though I wouldn't hold my breath, I still think this is more of a business issue than a technical issue)
