I used NordVPN under a mexico server and the game installed with no problems but you need to use the VPN while playing because if you just use it for downloading the game it will realize that ur not in one of the servers. If you use a VPN for the closest country that has the game (Mexico for me) than it will work fine.
For me it worked, logged in to Australia VPN, use an alternative Google play account and the download was ready to go. Bad latency but people so bad we went for the win
